<title>3,200 Students Remain Excluded From Baltimore Schools Due To Required Vaccinations</title>

<description><![CDATA[ In 2005, state legislators added two additional immunizations to the list that Baltimore schools must ensure all children through the ninth grade have before attending school. The first deadline for Baltimore schools’ children for the new vaccinations was the start of school for school year 2006-2007.  Due to lack of compliance across the state, that deadline was extended to January 1, 2007. Students with scheduled appointments for the vaccinations were permitted to attend classes for two additional weeks.

We are now in February and 3,200 Baltimore schools’ students remain out of school, because they have not received the hepatitis B and chickenpox immunizations. There still are a total of 12,000 excluded students across the state, who are not in compliance with the new requirements.

Many state officials, as well as Baltimore schools’ administrators, cannot believe that such a problem exists. Though it was quite an undertaking, they did everything possible to ensure compliance. Working with state health officials, the Baltimore schools mailed letters to the students’ homes, telephoned the parents, assisted in scheduling vaccination appointments, held conferences with the students, and set up vaccination clinics with late hours where possible.

Greg Reed, program manager for the state health department’s Center for Immunization, stated that the $1.3 million funding for the project was not received until September. That left very little time to set up free and reduced cost clinics across the state. Many schools, including some within the Baltimore schools, were left with no clinic assistance or lack of nursing staff for low-income families and parents who work long hours.

Though many blame procrastinating parents, there is no common thread as to why the children were not immunized. The Baltimore schools will have to wait to discover the experiences of each of its schools, until that information can be gathered and analyzed. Then, they will be able to evaluate the compliance methods employed by each of the Baltimore schools. 

Responsibility must be shared by all — Baltimore schools’ administrators who did not stay on top of the problem with planned interventions to ensure compliance; the state health department that should have had plans, people and equipment ready to go as funding was received; legislators who did not ensure funding was there early enough to do some good; and parents who should want their children protected with immunizations important enough to garner the attention of the state legislature.

Additionally, all concerned in the Baltimore schools’ district should realize that blaming the parents for “procrastinating” breaks down the lines of communication. It is critical to work together. For many of the Baltimore schools’ parents, especially within the urban areas, it is difficult to get their children to the doctor for something other than an emergency. They work extremely long hours. Many work two or more jobs just to make ends “almost” meet. There is little, if any, extra money. When there is, it generally goes for such luxuries as clothing for their children. ]]></description>

Yet, I frequently find myself counseling adults who are thinking about returning to school to further their education. Actually, it is not so much a counseling session as it is a bit of a pep talk. One of the major reasons many adults hesitate before going back to school is the simple fear that they will not be able to keep up intellectually with their younger classmates. Well stop worrying about that. Here are three reasons that the majority of older students actually out perform their younger counterparts in the college classroom.

First, the simple truth is that in most cases the older student is more motivated than the younger student. It is more likely that the older student is footing the bill so values their education for that reason and wants to make sure they get the most out of their investment. Also, older students have also experienced the working world without a degree and so are very motivated to gain the financial and professional advantages of an education. This motivation is what gets older students through the challenges that college throws at them -- challenges that might derail a younger, less experienced, student. In addition, nontraditional students have usually learned the hard life lesson that having the right attitude is half the battle.

Second, nontraditional students usually know much more about time management than traditional students. Most nontraditional students are balancing work, school, and family so they are very efficient and effective managers of their time. Older students are also more effective at prioritizing their various commitments based on their greater life experience. I see so many more younger, more traditional students getting themselves into trouble with their classes and assignments and observe in many cases the problem is one of simple time management and priorities.

Finally, the greater and more diverse your life experience then the more you know. It is really quite simple. If you have worked, raised a family, and served your community then you know more than most teenagers about a number of things. It just stands to reason. While the younger student might have the advantage of knowledge of certain scientific principles or mathematical rules as well as more recent practice in writing and studying. The older student knows more about people and interpersonal dynamics, their own personal strengths and weaknesses, and historical events as well as current events.

These are not universal truths. Obviously there are younger, more traditional students, who are mature enough to be properly motivated as well as good time managers. Equally there are older students who are not properly motivated and no little about time management. Similarly some older students have lead sheltered lives and some younger students have lead lives of variety and challenge. As a rule, however, I can pretty confidently state that many nontraditional students can find these three strengths -- motivation, time management, and life experience -- can help them outperform their more traditional counterparts in the college classroom. <description><![CDATA[ The use of slave labor was a well known practice for several decades in the world community. With the discovery of new lands with great promise to offer, the world’s economy was fast flourishing. The demands for crop produce in large volumes made the slave trade the ideal solution for labor problems. And America was no exception. In fact African American slaves soon outnumbered the white population because of the large import volume.

However, slaves weren’t just made to work the lands, they were made to forget their lifestyles, disciplines and culture. Slave masters world over established slave codes which robbed the Africans of their freedom and will power. Although many slaves did try to resist this treatment they were met with strict and cruel forms of punishment for disobeying their masters. Slaves were forbidden from carrying guns, taking food, striking their masters, and running away. In fact any and all slaves could be flogged or killed for resisting or breaking the established slave codes. 

Freedom was perhaps the main issue on the minds of those enslaved African Americans. American historical records have identified several attempts of rebellion and some of the key players who were involved in the African's quest for freedom on American soil. Perhaps the three main personalities who pioneered freedom for African American slaves include: Gabriel Prosser, Denmark Vesey, and Nat Turner. 

In August of 1800 Gabriel Prosser decided to free himself along with about 1,000 other slaves. His game plan revolved around killing most of the white residents and taking over the town of Richmond, Virginia. History records show that an untimely and severe thunderstorm caused the slave revolters to disband. Unfortunately, three slaves also revealed the plot, and so Gabriel Prosser and thirty-six of the slaves were identified, tried, and executed. 

Denmark Vesey was another pioneer of slave abolition. He had obtained his freedom in 1800 and was especially upset by the whole system of slavery that he wanted to destroy it entirely. He wanted a full-fledged war using armed slaves to kill white slave owners in the city of Charleston, South Carolina. Unfortunately in 1822, and after several years of planning, his idea to attack and "liberate" the city was revealed. Leading to his own and several of his co-conspirators' arrest. In the case of Nat Turner he had a religious zeal and a belief that he was specifically chosen to free himself and his slave brethren. 

This 31 year old preacher to the slaves constructed a plan of "terror and devastation." His organized revolt became America's most famous and violent act involving slave resistance. On August 21, 1831, Nat Turner and six other slaves killed Turner's plantation master and his family in Southampton County, Virginia. Turner’s band of slave supporters grew quickly, as they went about killing a total of 60 white slave owners, including their wives and children. Eventually, Federal and Virginia state troopers encountered the roving band of slaves and killed most of those in rebellion. Unfortunately this resulted in other slaves not connected to the rebellion also being killed. ]]></description>
